Marcus A. Winters is an assistant professor in the Leadership, Research, and Foundations Department of the College of Education at the University of Colorado at Colorado Springs. He is also a senior fellow at the Manhattan Institute. He researches and writes on education policy, including topics such as school choice, high school graduation rates, accountability, and special education.
Winters has conducted studies on topics including high-stakes testing, performance pay for teachers, and the effects of vouchers on the public school system. He has been published in Education Finance and Policy, Economics of Education Review, Teachers College Record, and Education Next. In the popular press, he has appeared in The Wall Street Journal, Washington Post, and USA Today. With Jay P. Greene and Greg Forster, he is the author of the book Education Myths (Rowman & Littlefield, 2005). Winters previously worked as the senior research associate with Jay P. Greene at the University of Arkansas in Fayetteville.
Winters holds a B.A. in political science from Ohio University and a Ph.D. in economics from the University of Arkansas.
